WNCLB is Wilmington’s nonprofit land bank, tasked with acquiring distressed property for community-centered reuse. We prepare properties for productive, mission-aligned redevelopment—often controlled by community groups or affordable housing developers.
How do we differ from a redevelopment authority?
We don’t invoke eminent domain. Instead, we use judicial sales, tax foreclosure mechanisms, and voluntary transfers—always opting for partnerships grounded in community benefit rather than typical market-rate development.
How do you acquire properties?
- Tax-delinquent parcels transferred automatically or selectively
- Property donations from banks, nonprofits, or individuals
- Strategic purchases aligned with neighborhood revitalization goals
Can I propose a property for rehab or demolition?
Yes. If the Land Bank owns the property, demolition cost-match requirements may be reduced. Buyers must submit a rehab plan that meets neighborhood goals and commit to a five-year enforcement agreement to ensure follow-through.
Who funds WNCLB?
Our funding mix includes philanthropic support, public grants, in-kind municipal services, and reinvested proceeds from property sales—designed to sustain mission-aligned operations rather than profit extraction.
