105 N Harrison Street

The Wilmington Neighborhood Conservancy Land Bank (WNCLB) is seeking competitive bids from qualified companies for the stabilization and rehabilitation of 105 N Harrison Street, Wilmington, DE. Companies must be licensed and in good standing with the City of Wilmington. Preference will be given to Section 3 Business Concerns as well as companies that have successfully worked with the WNCLB on past projects. This project will be using the State of Delaware Prevailing Wages for Building Construction. (This only applies if “State or any subdivision thereof is a party and for which the State appropriated any part of the funds”)

Sealed proposals will be received by Architectural Alliance until 3:00 pm on June 19, 2025.

Proposals must be delivered to Architectural Alliance located at 2200 Concord Pike Suite 201, Wilmington DE. Emailed proposals will be accepted.

Proposals must be delivered to Toren Williams, Architect, prior to the appointed time of the due date. Architecture Alliance is not responsible for proposals delayed in the mail.

A mandatory pre-proposal walk through of the property will be held Wednesday , May 28, 2025, at 8 am at 105 N Harrison Street. Only those companies with representatives in attendance who have signed in at this meeting will be allowed to submit proposals. Specifications for the requested work will be distributed at this meeting.

Proposals must be submitted in a sealed envelope with the following information written on the outside of the envelope:

  • The name of the proposing company
  • Identification of the project
  • Due date and time of the proposal

Each proposal constitutes an offer and prices are to remain firm for a period of 90 days from the date of the proposal. The WNCLB reserves the right to waive any informalities, technical defects, or minor irregularities in proposals received.

At a minimum, successful bidder (and its subcontractors) will be required to provide the
following information to the Architectural Alliance monthly:

  • Project monetary commitments incurred during the month
  • Cumulative project monetary commitments incurred from project commencement
  • Project spending during the current month
  • Cumulative project spending from project commencement
  • Section 3 forms and labor hours tracking
  • The percentage completion of the total project, which can be expressed as follows:
    • Less than 25%
    • Between 25% and 50%
    • Between 50% and 75%
    • Between 75% and 100%
    • Project is complete

The successful proposer shall obtain and maintain all licenses, permits, liability insurance (naming the WNCLB as the loss payee) worker’s compensation insurance and comply with all other standards or regulations required by federal, state, or City statute, ordinances, and rules. 22832 DSN 5/16,23/2025
