Investor Rehab for Home Ownership. Investor Rehab for Affordable Rental.

The Wilmington Neighborhood Conservancy Land Bank (WNCLB) seeks to support neighborhood stability through homeownership and/or quality affordable rentals. WNCLB will sell properties to responsible investors that will tackle the challenges of rehabilitating the vacant units for sale to homeowners and/or to hold for quality affordable rentals.

To preserve WNCLB’s objectives of neighborhood stabilization, all sales will include a 5-year Enforcement Agreement.

Side Yard Program

If you live next to a vacant lot owned by the Wilmington Neighborhood Conservancy Land Bank, you may be eligible to purchase the lot, for a nominal fee, to expand your yard through our Side Yard Program. Many Wilmington residents have taken advantage of the program improving the value of their properties and helping to beautify their streets and neighborhoods.

Urban Garden Lease Program

Interested in starting a community garden in your neighborhood to bring fresh produce and well-being into your community? You may be eligible to lease a vacant lot from the Wilmington Neighborhood Conservancy Land Bank’s Urban Garden Lease Program.

To qualify for the Urban Garden Lease Program, applicants must be current on all property taxes, with no record of overdue taxes and/or housing/zoning violations. The applicant will also need to obtain the approval of both the community representatives and the City of Wilmington’s designated Council Member in the district where the parcel lies.

All Urban Garden properties are leased in “as is” condition, and all improvements, costs, and water usage are the responsibility of the lessee.
